Modernizing how we collect data from institutions

Register by August 14, 2026 to participate in the OSFI-led Basel Capital Adequacy Reporting (BCAR) Working Group.

OSFI is leading the Data Collection Modernization (DCM) project in partnership with the Bank of Canada and the Canada Deposit Insurance Corporation.

The Data Collection Modernization initiative

The DCM project (May 2023 to April 2028) aims to:

  1. modernize the regulatory data collection technology platform
  2. advance prioritized data initiatives and enhance data quality

Together these efforts will help better manage regulatory reporting workload over time.

Industry engagement with a diverse group of stakeholders is critical to the success of DCM. Initially, we built awareness. We are continuing to prepare and ensure that the federally regulated institutions and pension plans have the right information to mobilize action on the ground for implementing DCM initiatives.

New technology platform

The name of the new platform is Regulatory Data Hub (RDH). It will go live in late fall 2026. Take a peek.

RDH will be implemented in phases from late fall 2026 to spring 2028. Additional details to come.

Data

We are taking a thoughtful, balanced, and collaborative approach to advance data priorities. We launched Data Forms and working groups starting January 2026. OSFI is engaging with industry using a variety of methods.

We are advancing strategic data initiatives – real estate secured lending (RESL), non-retail, and securities holdings initiatives in collaboration with banks.

On September 23, 2026, OSFI is launching the BCAR 2027 Working Group. Banks and loan and trust companies – register by August 14, 2026.

DCM Industry Engagement progress and coming up next

Figure 1 shows our journey to date. Next, we are planning engagements to support institutions transition from awareness to implementation.

We use a variety of communication methods to engage with several stakeholder groups. Our guiding principles are to:

  1. strengthen relationships with federally regulated institutions and private pension plans, alongside their respective industry associations
  2. drive alignment on DCM goals and implementation phases
  3. support institutions and private pension plans transition from awareness to implementation

Initially we built awareness. Now we are preparing relevant stakeholders to transition to the new technology platform.
